The regulations, available online, come into force on 31 March 2003. They should have been in force by 1 January 2002 but the public consultation took longer. As you may have guessed, the regulations are Britain’s implementation of a European Directive (1999/44/EC) as part of the continuing drive to make European law consistent in each member country.
